Statute | Rules and Regulations for the Conduct of Charitable Activities of the Doctor Tanya Mavrodinova Foundation

Article 1. (1) These Rules of Procedure regulate the rules and the order of execution of charitable activities of the Doctor Tanya Mavrodinova Foundation and determine the rules for obtaining and issuing their property.
(2) The Doctor Tanya Mavrodinova Foundation, City of Varna, hereinafter referred to as the "Foundation", is a legal entity registered under the provisions of the Law on Non-Profit Legal Entities and as a foundation for the performance of charitable activities under Article 2 of the Law on non-profit organizations, defined.
Article 2. The Foundation is mainly active in the public interest and has the following objectives:
- Involvement and implementation of charitable and social activities in Bulgaria and abroad;
- Activities to improve the state of health of the organism and its prophylaxis through health, education, diagnosis, treatment and rehabilitation measures in Bulgaria and abroad;
- Promotion and support of a healthy lifestyle and prophylaxis, and participation in the treatment of all stages of various diseases (including malignant) by integrating all possibilities of Eastern and European medicine with the healing properties of thermal springs in Bulgaria and abroad;
- Multilateral development of international cooperation in the field of healthy nutrition of the population by offering and distributing homeopathic products and food supplements in Bulgaria and abroad;
- Conducted training, promotion and dissemination by mass media and public organizations of self-healing, non-drug treatment, psychological adjustment of health and psychological support in Bulgaria and abroad;
- Assisting Bulgarian citizens with treatment abroad and people from other countries receiving treatment in Bulgaria;
- Support of health care facilities in the acquisition of medical equipment and consumables in Bulgaria and abroad;
- Support for existing hospices, day care centers, hospitals, retirement homes, orphanages and children's homes, as well as the creation and opening of such in Bulgaria and abroad;
- Supporting the integration of disabled people and lonely elderly people in Bulgaria and abroad. Creating suitable conditions for disadvantaged groups such as people with disabilities, the elderly and others to use social services in and out of their homes, in Bulgaria and abroad;
- Assistance, material and financial assistance in Bulgaria and abroad for abandoned children, orphans, single mothers, persons and children with disabilities, senior citizens, vulnerable people and children, vulnerable schoolchildren and families;
- Providing versatile support to expectant and current parents for successful pregnancy, childbirth, breastfeeding and skillful parenting in Bulgaria and abroad;
- Support and facilitate the adoption process and education of children in specialized institutions by Bulgarian and foreign citizens in Bulgaria and abroad;
- Participation in the development and establishment of care for the elderly, people with Alzheimer's disease, patients with other forms of dementia and specific diseases, with health workers being supported to practice in Bulgaria and abroad;
Means to achieve goals
Article 3. (1) In order to achieve the objectives of the charitable activity as defined in the Foundation Statute, the following resources shall be provided:
- Carrying out investigations and analysis relating to the objectives of the Foundation;
- Involvement of experts, professionals, partners and volunteers to support the work of the Foundation;
- Attracting followers, popularizing and expanding the activity of the foundation;
- Development and publication of information and advertising materials on all media to support, develop and popularize the activities of the Foundation;
- Organization and realization of seminars, conferences, etc.;
- Implementation of various research programs, projects and initiatives;
- Execution of expert and consulting activities;
- Participation in the development and realization of projects of partner organizations;
- Maintaining contacts with similar organizations in Germany and abroad;
- Development and realization of projects, connected with the goals of the foundation.
(2) In order to achieve its goals, the Foundation may also carry out other legally permissible activities and participate in other organizations and companies.
(3) In order to achieve its goals, the Foundation may carry out additional business activities using the proceeds only to achieve the Foundation objectives.
Collection and issue of property
(4) 1. The property of the foundation consists of:
- the constituent donation of 100 / hundred / BGN;
- subsequent donations and wills of Bulgarian and foreign physical and legal persons of any kind of property, subsidies, sponsorship, including subsidies from the state budget - 60% and other income in accordance with the law;
- Income from own business activity - 20% realized in accordance with the law;

- Property rights and limited rights in rem, cash, securities, claims and other property rights acquired in accordance with the law.
2. All donations are included in the donations book. The donors receive donations certificates.
3. The foundation distributes no profit.
4. The Foundation does not accept donations under conditions or to achieve goals that are in conflict with its statutes.
5. The assets of the Foundation will be managed so as to provide sufficient financial resources to achieve the objectives.
6. The foundation can set up and manage its own funds according to the donor's wishes.
7. The property of the Foundation will be held accountable and controlled in accordance with applicable laws.
8. Upon liquidation of the Foundation, the property remaining after the satisfaction of the creditors is transferred to a charitable organization with similar activity. The concrete organization is determined by the Board of Trustees, and if it can not be named within three months after the satisfaction of all creditors, it is determined by the liquidator.
9. If ownership is not granted under point 8, it will be transferred to the municipality where the foundation is located. The municipality is obliged to make the property of a charitable legal entity available for charitable purposes in order to come as close as possible to the goals of the foundation.
Article 4. (1) Each year, the Foundation Council shall adopt guidelines for the development of the Foundation and a program for its activities. The Assembly shall establish a program of Foundation activities specific to the Foundation's main activity as referred to in Article 2 of these Rules and practiced each calendar year.
(2) The annual program provides for concrete measures to carry out each event or activity.
(3) With the annual program, the Foundation Board commissions the Executive Director of the Foundation to organize and carry out the planned individual activities and events, and authorizes him to spend the programmed and planned funds in accordance with the approved nature, size and purpose of the funds.
(4) The foundation board determines the type and amount of support for each individual activity, the group of persons for the foundation grant, the order and selection criteria according to which the foundation supports the individual. According to Article 9 (8) of the Memorandum / Articles of Association and by decision of the Foundation Council, Members may receive remuneration for their work in the Foundation.
Article 5. (1) The resolutions of the foundation board concerning the support and use of funds shall be taken by a majority of 2/3 of the members of the foundation board.
(2) The persons who wish to be supported submit a reasoned request to the foundation board.
(3) The application will be considered in the first meeting of the foundation board after its receipt.
(4) If the application is made by a person in accordance with Article 41 of the Law on Non-Profit Organizations, the Foundation Council shall decide on it by a majority of 2/3 of the members.
Final provisions
- These Rules of Procedure were adopted at a meeting of the Council of the Doctor Tanya Mavrodinova Foundation.
- Questions not covered by these Rules of Procedure must be dealt with in accordance with the provisions of the GüGJP, the Foundation Statute and the Legislation of the Republic of Bulgaria, as well as under private international law on the opening of the Foundation's branch in other countries.
